Mr. Ste-Marie completed a bachelor's degree in Civil Engineering at Polytechnique Montreal and holds an Engineering diploma.
Expert consultant in mediation and litigation in the field of construction, backed by over 45 years of experience as an engineer in major civil engineering, public, industrial and commercial infrastructure projects, both nationally and internationally. A highly experienced manager, he has led a wide range of projects, both public and private.
His practice is now dedicated to the prevention and resolution of disputes and litigation in the construction industry. He has been a member of the dispute resolution committees (DRB) for La Romaine 1 and La Romaine 3 hydroelectric projects, the Turcot interchange and the Réseau Express Métropolitain (REM). He mediates disputes between the client and the general contractor. With extensive experience and up-to-date knowledge of the latest developments in the area, he acts as counsel, mediator or arbitrator and provides strategic advice to facilitate the fair resolution of complex construction disputes in the civil, institutional and industrial engineering fields.
Mr. Ste-Marie's expertise provides him with a thorough understanding of the technical and organizational aspects of a project and the ability to offer creative advice on the appropriate methods to effectively resolve disputes. He has significant experience handling litigation involving RFPs, bids, construction contracts, contractors' liens, engineering matters and negligence claims. Qualified in both engineering and mediation, he has a keen understanding of the engineering and construction industries’ stakes. He has negotiated numerous types of contracts (turnkey, engineering, lump sum construction, subcontracting, etc.) and has practical knowledge of bonds, risks assessments and insurance.
Mr. Ste-Marie is accredited by the Institut de médiation et d'arbitrage du Québec (IMAQ) and is a member of the Construction Sectoral Table of the IMAQ, and of the Dispute Resolution Board Foundation (DRBF). He is one of the experts recognized by the Conseil du Trésor du Québec to act as an adjudicator under the Order in Council 2018-01 on late payments in public construction contracts. He is a member of the Ordre des ingénieurs du Québec (OIQ) and the Engineering Institute of Canada (EIC).
